Create a new page /mod, which allows moderators to login and review comments left on pharmacies
Moderators shall be able to mark comments as reviewed and delete them if necessary
When the user accesses the moderation panel for the first time, they should be prompted with a registration form in order to create an admin account, who will then be able to create new moderator accounts
Admins shall have the ability to create new moderator accounts

For future (maybe):

LDAP accounts
Email notifications when new comments are submitted
